the Timeout Count that is used to determine if the SMB bus
should time-out. In the time-out case, the SMB Slave must get
off the bus to allow the SMB Master to generate a SMB stop.
For example, for an Upper count of 1F4h: the 1 is set in bit 9,
F4h is setup in 7:1.
