LOCK_LEN. Default = 110.
Lock output set register sets the lock output by detemining the
time cut-line for level of PLL & VCO stabilization Phases must
match duringTCXO*2

for lock.
PD_MODE. Default = 1
Decides the polarity of the phase comparator gain (+ or -1).
0: Negative VCO gain (-Kv)
1: Normal operation.
