The W78E51 runs under two operation modes, normal and flash. Under the normal mode, the
W78E51 corresponds to W78C51. Under the flash mode, the user (the maker of the flash EEPROM
writer) can access to the flash EEPROM.

EEPROM. The program operation needs 12V.
