GET_TIME returns the current systemtime, expressed as the number
of servo loops since chip set power on.The chip set clock starts at 0
after a power on or reset and will count indefinitely, wrapping froma
value of 4,294,967,295 to 0. The returned value is a 32 bit number with
units of sample times.
